射阳县城市管理局运用无人机助力城市管理执法

随着县城建设步伐的加快，城区扩大和人口增加，产生的废品越来越多，废品收购行业也随之快速成长，同时，因建筑市场需求，石材加工市场应运而生。废品回收站、石材加工市场部分占道经营，物品堆放杂乱，消防设施不齐全，存在严重的卫生、消防隐患，运输缺乏统一管理，运输车辆抛洒滴漏现象屡教不止，严重影响市容环境，市民反响强烈。执法过程中当事人不予配合，锁起院门，难以现场勘查。同时，城市规划区面积大，执法人员、车辆有限，制约城市管理执法工作。为此，射阳县城管局科学决策，探索采用无人机航拍技术，协助城市管理执法。</section></section><section 无人机具有时效性强、机动性好、巡查范围广等优点，不受空间与地形条件的制约，全区域、全视野覆盖，全方位拍摄无死角、无局限性。执法大队队员利用一天时间，使用无人机对县城建成区及周边区域44个经营点进行了航拍取证。“以往巡查范围广，面积大，仅靠十几名执法队员去调查，还会碰到当事人的不予理解和不予配合，现在只需3-4个多小时，就全部航拍完成，既发现了人工巡查不易发现的违章行为，也节省了大量的人力、物力，对违章行为具有较强的威慑作用”，无人机操作队员们这样说。同时，该局还与所在地公安部门建立互联互通机制，做好登记和及时报备工作，预防飞行安全风险。</section></section><section
