style="font-size: 16px;">2019年10月10日上午，3名自称是“人民日报中国零距离”的工作人员，来到常州市武进区雪堰镇上一家集装箱制造企业，声称有人举报企业污染，他们前来调查报道，但如果企业配合，可以帮忙“处理”舆情。</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;"><br/></span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">企业负责人心中存疑，便联系派出所。民警来到企业看到，3人驾驶的轿车车身上喷有“人民日报社市场报中国零距离栏目”字样。见有民警到来，对方主动掏出工作证，工作证上贴有照片，印有“《中国零距离》栏目”字样，并标有姓名、部门、职务与监督电话等信息。</span></p><p><span style="font-size: 16px;"><br/></span></p><p style="text-align: center;"></p><p style="text-indent: 2em;"><span style="font-size: 16px;">不过，民警调查发现，3人中竟然2人有前科，分别因寻衅滋事和故意伤害曾被判过刑。民警又向人民日报社核实，报社压根没有“中国零距离”这一栏目，显然3人都是“假记者”。</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;"><br/></span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">随后警方将3人拘留审查，有意思的是，3人的“上司”还到派出所来捞人，结果民警核实发现，这名“上司”不但是假记者，还曾因吸毒被南京江宁警方抓获过，于是一并拘留审查。</span></p><p><br/></p><p><span style="font-weight:bold;">专盯小企业敲诈勒索，一企业曾被敲诈5次</span></p><p><br/></p><p style="text-indent: 2em;"><span style="font-size: 16px;">警方层层追踪，最终历时5个月将这一网络水军团伙16名成员悉数抓获。经查证，自2018年11月以来，这一网络水军团伙共实施敲诈勒索至少41起。</span><span style="font-size: 16px;color: rgb(217, 33, 66);"><strong>其中有一家企业曾在3个多月里被这一团伙敲诈勒索达5次，累计被敲诈勒索一万多元。</strong></span></p><p style="text-indent: 2em;"><span style="font-size: 16px;"><br/></span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">为达到以假乱真的目的，这一团伙还为其实施敲诈的成员伪造了一整套假证、假新闻采访车牌，同时还仿造了相关政府文宣网站主页，设置了在职人员、单位车辆查询功能模块，很多当事人查看后都信以为真。</span></p><p><span style="font-size: 16px;"><br/></span></p><p style="text-align: center;"></p><p style="text-indent: 21pt;"><br/></p><p><strong><span style="font-size: 16px;">这一网络水军团伙作案手段有多种方式：</span></strong></p><p><span style="font-size: 16px;"><br/></span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">一是网络搜寻热点负面舆情，然后编辑加工，再找到具体单位，以曝光为由索取好处费；</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;"><br/></span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">二是瞄准一些重点企业，自称可在“权威媒体”发文增加其知名度，进而收取好处费；</span></p><p style="text-indent: 2em;"><span style="font-size: 16px;"><br/></span></p><p style="text-indent: 2em;"><span style="font-size: 16px;">三是线下寻找合适作案目标实施敲诈勒索。线下敲诈勒索作案方式主要以小企业为主，比如偏僻地段的混凝土公司、土场、制造企业等，然后以有人举报，前来调查环保问题为由进入企业，假装拍摄、曝光，借机索要财物，敲诈数额从几百元到几千元不等，有时给上几包烟也可以。</span></p><p><span style="font-size: 16px;"><br/></span></p><p style="text-align: center;"></p><p style="text-indent: 2em;"><span style="font-size:
