盐城一男子使用APP被骗报警，侦查出团伙开发放贷平台，3个月骗取超千万元

“类似APP平均运行周期在10天左右。”通过资金流、信息流双侦齐下，负责此案研判的民警陆宇很快揭开了虚假APP“昙花一现”的谜团。诈骗团伙开发同类型借贷APP有10多个，每个APP上线时间均极短，通过不停上演“变脸”的把戏，试图逃避侦查。</p><p><br/></p><p style="text-align: justify;"> “资金流复杂，涉案账户流水超1000万元。”按照每名受害人支付288元会员费计算，遍布全国的受害人近4万人。由于案件牵涉面广，资金量大，阜宁警方果断组建专案组，在盐城市反诈中心的指导下，专案组民警全面梳理被骗款资金流向，剑指资金末端的嫌疑人真实身份。</p><p><br/></p><p style="text-align: justify;"> 无奈，主播张某并未博取到网民的“青睐”，他的公司也经营惨淡，入不敷出。今年2月，张某灵机一动，决意“转行”。身无分文的张某说服严某入伙，商讨APP“贷款”服务项目。己方出技术，他方出资金，利润平分，双方一拍即合。</p><p><br/></p><p style="text-align: justify;"> 20多天的时间，张某想方设法联系APP开发、服务器维护、宣传推广等多家服务方。在他的推动谋划下，一款“老哥帮忙”的借贷APP在互联网上试运行。上线1周时间，“收益”就破30万元，而整个APP研发，成本费用仅7万元。</p><p><br/></p><p style="text-align: justify;"> “警察破案太厉害，在国内做行骗的事容易被抓，所以我们决定前往泰国。”3月5日，张某、严某带着设备和4名业务员从上海乘坐飞机飞往泰国，在普吉岛“安营扎寨”。短短3个月，他们陆续开发“老哥帮忙”“潮钱花”“云裳花”“手机应急王”“额度花花”“下手快”等十余个借款APP，累计骗取会员费超过1000万元。</p><p><br/></p><p></p><section 7月7日，阜宁警方经过缜密部署，派出两个抓捕组分赴上海、杭州，在两市警方的密切配合下，6名泰国“回流”诈骗团伙成员和3名为张某开发APP提供技术支持的犯罪嫌疑人落网。</p><p><br/></p><p style="text-align: justify;"> “扣押的现金、冻结的存款、追缴犯罪所得购买的黄金累计价值人民币500万元。”阜宁县公安局刑警大队侵财二中队负责人赵伟超介绍。9名犯罪嫌疑人抓获到案后，阜宁警方第一时间启动对涉案账户、支付宝内资金的追踪工作，战果丰硕。</p><p><br/></p><p style="text-align: justify;"> “没想到还是被抓了。”6月9日，张某、严某“胆怯”骗钱太容易，商量“见好就收”。然而，他们在泰国曼谷玩乐10天再次乘飞机降落在上海，未料阜宁警方已早早锁定他们的身份和活动路线。7月7日，在他们隔离留观结束的那天，分别戴上冰冷的手铐。</p><p><br/></p><p style="text-align: justify;">
