自然馈赠，海之盐味；天下盐城，盐之大成。盐城自古以来就因盐得名并因盐成城，海盐文化贯穿了整个盐城的历史。五千多年前，盐城滩涂就有人类活动，春秋战国先民们搭灶煮盐。汉武帝时期元狩四年（公元前119年）便因盐而置“盐渎县”，东晋义熙七年（公元411年）称名“盐城”。唐代在盐城专设“盐监”，著名宰相晏殊、吕夷简、范仲淹先后于此任盐官，明代境内盐场发展到13个，清乾隆时期，淮盐的产销进入黄金时代，当初的盐场、盐仓逐渐成为当地的城市、集镇。至今，与海盐相关的地名遍布盐城境内各地。</span></p><p 针对现代传播方式的变化，盐城创新形式传播淮剧，弘扬淮剧文化。在开展淮剧数字化保护的基础上，建设中华淮剧官网及APP和VR淮剧博物馆，进行线上展示。与喜马拉雅合作开发淮剧数字音频产品，搭建数字淮剧迷你戏亭、淮剧有声书墙、有声明信片等方式，实现听、说、学、唱于一体的沉浸式淮剧体验方式，线上线下同步互动推广。8月，盐城审议通过《盐城市淮剧保护条例》，为淮剧保护传承工作提供有力的法制保障，促进淮剧持续发展。</span></p><p
