0px !important;">水可造福人们，亦能肆虐为患。历史上，伴随着滩陆东移，不甘守穷、开垦求生的人们迁居海岸，“引卤就煎，运盐入垣”，发展盐业，盐后种植。然而，由于这里地势低洼、水系不畅以及缺少圩堤屏障，导致上有洪水为患、下有海潮威胁，西水东潮，时有台风，交替危害。自明代中叶至清朝末年400年间，记载在册的“淹死居民无数”的灭顶之灾就达14次之多。</span></p><p !important;">民国初年，沉睡数百年的射阳沿海荒滩开始被“唤醒”。南通清末状元、实业家张謇慧眼识地，联合章静轩、冯国璋、朱庆澜等有识之士，来到县境东部滩涂之上创办合德、华成等垦殖公司，废盐灶、兴垦殖。稍后，西部则被早年誉为东海盐枭、官至陆军上将、军阀混战时解甲归田、日寇侵犯挺身而出血洒射阳的民族英雄马玉仁圈地开垦。</span></p><p !important;">虽然张謇、马玉仁等人的到来，拉开了海滨滩涂开发的序幕，但是，由于这些公司、业主各自为政，缺乏坚强领导、统一规划，导致境内圩堤矮小、水系混乱、沟河浅窄，抗灾能力甚微。时至1942年10月中共盐阜区党委决定设立射阳县抗日民主政府，全县实际可用于耕种的零散农田不足50万亩。而且这些农田高低不一，逢雨易涝，水退冒碱，苗枯难立，粮无收获，人民群众依然过着吃糠咽菜难见粮的生活。</span></p><p
